How can I get an opportunity to shadow a doctor?

I am a senior in high school and was wondering how to go about getting this opportunity. I have a friend who did this, but he's NOT telling me how. He just said he was randomly given this opportunity. I've applied to the Kaiser Permanente L.A.U.N.C.H. program for two years now but have not even been given an interview! I was denied due to a massive amount of applicants. I was hoping some of you could help me with this dilemma. I have just recently emailed a hospital webmaster with hopes that I can get an answer to this question. Can someone PLEASE help? Thank you SO much! Your opinions are greatly appreciated.

How can I get an opportunity to shadow a doctor?
Do you know anyone who works in a hospital or has contact with somebody who works in one? My brother got to shadow a doctor, but he had to send in a CV (just general achievments because he was only 16) and cover letter, they looked it over and let him come for a couple of weeks.
